Voting Question: My beta is sick! I need help figuring out the diagnoses!?

My poor little guy is sick! He has been lethargic and flaring up constantly when I go to feed him. Pretty low appetite as well. Doesn't seem to be a normal bacterial infection, as he has a bubble/bump-like thing coming out right above his eye. Pictures are linked below.
